Hazardous Cargo Bulletin
Hazardous Cargo Bulletin (HCB) was established in 1980 to help those involved in the transport of dangerous goods to keep up to date with changing regulations.
The magazine continues to cover regulatory developments and to bring its readers news of products and services that aim to make their operations safer or more efficient.
The magazine covers the transport of all kinds of dangerous goods, but particularly liquid chemicals, liquefied gases, explosives and radioactive materials. It covers transport by all modes: road, rail, maritime (bulk and packaged), inland waterway and air. Its coverage is also global in scope, covering not only North America and Western Europe but also the Far East, South-East Asia, Australasia, the Middle East, Africa and Latin America. HCB has full-time writers based in the US and in Poland and a network of part-time contributors in Singapore, India, Brazil, Zambia and elsewhere.
HCB subscribers receive regular information on changing regulation, including in-depth reports from the meetings where future regulations are being made. Other articles cover market conditions and technical innovation. HCB gives subscribers a competitive advantage by helping them stay ahead of the regulatory curve.

Chemical Business Association
The primary role of the Chemical Business Association is to represent its members and safeguard the interests of the industry.
The effectiveness of CBA as the voice of the industry depends on three factors:
* a deep understanding of the industry and how it operates;
* a continuous and constructive dialogue with members; and,
* a long-term working relationship with politicians, civil servants and officials of non-governmental organisations
Today, effective business representation is essential.
Recent years have seen unprecedented change. Waves of international takeovers and mergers have taken place. Large parts of key industrial sectors are in the process of consolidating. As financial markets, shareholders and other stakeholders demand ever-increasing levels of return; globalisation has been the key focus for most businesses.
But these commercial pressures are only one side of the equation.
Governments around the world have concentrated key parts of their legislative and regulatory programmes on business and the chemical industry has felt the full force of increasingly strict regulation. It has become a key target for many Governments to reduce the impact the chemical industry has on the environment.
CBA will not allow the case for the chemical distribution industry to go by default. It will continue to speak out for its members – underlining the cost of legislation and its potential effect on business whilst, at the same time, promoting continuous improvements in the industry's environmental performance. -

Port of Tyne
Today, the results of a decade of development and £100 million of investment has culminated in being named Port Operator of the Year in the Lloyd's List London Awards 2008 and are clearly seen in the Port's five commercial business areas, its three rail terminals and its modern international cruise and passenger terminal building.
The Port of Tyne bulk and conventional cargo business handles grain, scrap, steel, forest products and other cargoes, but it is the volume of imported coal, which has increased dramatically from zero in 2003 to 3 million tonnes in 2008, that has earned the Port its place as the UK's fourth largest coal importer.
Port of Tyne Logistics offers customers an integrated package of container handling, warehousing and distribution, with many customers already experiencing the advantages of feedering into the Tyne rather than bringing their goods through Felixstowe or Southampton and trucking them all the way up country. Not only does it help reduce the carbon footprint, it also offers cost efficiencies.
In addition to Cruise and Ferries, other business areas include two Car Terminals, developed by the Port to support manufacturing giants Nissan and VW, and Estates, which manages a growing portfolio of commercial properties and land holdings.

Port of Antwerp
The Port of Antwerp is the gateway to Europe, handling 157,8 million tonnes of freight in 2009. Antwerp is the second largest port in Europe for international shipping freight and the seventh largest in the world.
Its central position in North-West Europe and its excellent connections with the most important centres of industry and consumption in Europe have led to Antwerp becoming a very important link in the chain of international trade.
But the port is much more than just a loading and unloading point: here, goods are also stored, repacked, distributed and made ready for transport to their final destinations.
Thanks to its enormous storage capacity the port acts as the “supermarket of Europe” where all types of products obtain the specialised handling and storage that they require.
Antwerp is also the ideal port for the future, as it is the only port where millions of tonnes of freight can be carried so far inland. Freight can be brought 80 km inland to Antwerp by the most environment-friendly of all transport modes, avoiding many truckloads being carried over the same distance. From a European perspective Antwerp is the best choice not only from an economic but also from an ecological point of view.
Strong in this conviction, the port of Antwerp has set itself the firm ambition of expanding its annual freight volume to 300 million tonnes.
Antwerp is a multifunctional port, where all types of freight are loaded, unloaded, stored and handled in the appropriate way. This demands specialised equipment and trained personnel.
The Flemish dockers have a worldwide reputation as flexible, multi-skilled workers. Their work ethic, combined with the most modern handling techniques, ensures the highest imaginable productivity in every sector.
This combination of a highly-trained labour force and the most modern handling techniques ensures the high productivity and excellent service for which the port is known and valued around the world. Antwerp's reputation as a fast port is due in large measure to its flexible dock labour system. The shift system keeps the port continuously operational, day and night, 365 days per year.
The port is also an important generator of cargo. Compared with other western European ports, Antwerp has a good balance between imports and exports in most freight categories.
This striking feature of Antwerp is closely related to its central location with respect to the hinterland: from Antwerp the most important centres of consumption and production in Europe can all be easily reached, by road, rail or barge transport. The presence in Antwerp of more than 300 transport companies contributes to its excellent ability to attract cargo.
Antwerp has a centuries-old tradition as a trading centre. Today the city is still one of the most prominent centres of trade in Europe, thanks to the direct links with sea transport and Europe’s multimodal transport network. As a trading centre, Antwerp is strategically located for anyone who wishes to reach 60% of the purchasing power of the European Union, with a mega-market concentrated within a radius of 500 kilometres.
As a crucial link in the chain of supply it is the partner of choice for large logistics companies and leading service groups that concentrate on shipping freight, transport, storage, distribution and added-value activities.
Among other things, the port offers more than 5.3 million m² of warehousing, making it by far the largest storage supplier of all European ports, with more covered storage space than all other North-West European ports together. Thanks to these extensive, specialised storage facilities, companies are able to hold buffer stocks, allowing them to react flexibly to the requirements of their overseas and inland customers.
Many warehouses offer specialised facilities: there are silos for grain, cement, plastics, quartz sand, coffee and wine, along with reefer tanks for fruit juice and warehouses for cocoa, tea, tobacco, sugar, chemicals, China clay and forest products. There are refrigerated warehouses for meat, fish, tropical fruit and dairy products, while oils, fats, petroleum products and chemicals are kept in special tanks.
There are also warehouse facilities for products with special requirements in terms of temperature and ventilation. And when it comes to dangerous goods there are storage centres that comply with the strictest national and European regulations for fire prevention, fire-fighting, safety at work and protection of the environment.
The port of Antwerp has developed into the most important European centre for consolidation of shipping freight in LCL (less than container load) consignments. Furthermore it offers the possibility to handle additional or supplementary goods.
Freight handlers who want to reinforce their competitive position while compressing costs and reducing transport times make Antwerp their strategic choice. The port of Antwerp plays a crucial role in the logistics chain, doing everything to work on-target, on-time and on-budget.

SPC Belgium
In April 1998 the Shortsea Promotion Centre Flanders was established under the umbrella of Promotion Inland Navigation Flanders.
In September 2000 a market prospector was recruited. The promotion carried out by the Promotion Centre is based on a business plan (currently for 2007-2010) and focuses on those activities that have their point of departure or their destination in Flanders. This includes both port/port and door/door loading and unloading activities, as well as sea-river traffic.
The Promotion Centre has a neutral and non-commercial status and acts as a go-between who brings concerned parties around the table. By consistently positioning itself in that way and by its extensive networking, the Promotion Centre has become the information centre for questions concerning intermodal door/door transports. In the mean time, road haulage operators have also become a party interested in cooperation (“synergy”) with shortsea shipping, as they too increasingly experience problems with the contractual obligations concerning delivery times.
The rather strict notion of “modal shift” has meanwhile evolved towards the concept of co-modality, introduced by the European Commission. In that new notion the merits of each transport mode are assessed and that way the logistic chain is composed.

SPC Norway
Shortsea Promotion Centre Norway
Transfer of transport to sea is an established policy in the European Union and in Norway. Increasing trailer transport results in congestion and environmental damage. Sea transport is the obvious alternative. The Norwegian government and EU are co-operating in order to increase the market share of sea transport.Initiative by the Norwegian Government
The Norwegian Government wants to take part in this concerted effort. The Ministry of Trade and Industry has appointed Maritimt Forum Norway to manage the Shortsea Promotion Centre (SPC) Norway. SPC Norway is partly financed by the Ministry of Trade and Industry, Ministry of Fisheries and Coastal Affairs and the Ministry of Transport and Communication. The center was initiated in 2003.Promotion Programme
A significant obstacle to the further development of short sea shipping transport was found to be lack of knowledge on the part of potential users. Until now, the short sea shipping sector itself has spent little time and money on professional promotion and information directed at target groups such as shippers and forwarders. One of the reasons is that short sea companies have operated independently and most of them are too small to perform these tasks with sufficient impact on the market. SPC Norway is working to address this core issue. -

European Shortsea Network
The European Shortsea Network is a co-operation between all national shortsea promotion centres. The ESN has no legal status, but is an agreement between the members.
Membership of the ESN is not exclusively for European Union member states but is, in principle, open to all shortsea promotion centres from European countriesPromotion centres from non-EU countries will be associate members.
Although membership is in principle open to all European shortsea promotion centres, the criteria is that the centres have to be active on a national basis or at least active in a federal state such as Flanders.
Co-operation with local shortsea centres is possible and should be co-ordinated through the national bureau. The ESN should encourage European countries to establish a shortsea promotion centre, especially those countries that are eligible for EU membership.

Emden
The seaport of Emden lies on a fairway with depth to accommodate ocean going vessels. In 2004, the total turnover numbered 5,07 Mio t.. Among forestry products (wood and paper) , liquid gas, liquid crayon, building materials, iron- and steel products, grain- and feeding stuff also different bulk goods and part load goods, especially automobile and spare parts in containers- were trans-shipped. Automobile handling plays a great role in the part load goods sector. Export and import of the VW plant as well as of other plants managed a turnover of about 771.650 motor vehicles a year. Emden takes a 30% -share of the total turnover in German automobile industry.
Total trans-shipment of Emden (sea-, coastal shipping and inland shipping) increased in a positive way in the last years: from 2,66 Mio in 1993 up to 5,06 Mio in 2004.
The Borkum berth in the outer harbour shows a remarkable passenger traffic to the westernmost island of East Frisia. The passenger- and vehicle transport Borkum-Emden/ Eemshafen conveys more than 850.000 passengers each year.
The new Ems quay especially built for Ro-Ro traffic, the EHUG all-purpose warehouse for weather-sensitive goods, a new container terminal built in 1991 and the reconstructed Big Sea Lock - all these constructions are a visible sign of the transformation of the Emden harbour from a bulk cargo harbour into an all-purpose one.The restructuring into a special harbour has been completed for a large part.
Moreover Lower Saxony and the AG Ems Shipping Company jointly built a new ferry terminal for national and international traffics with an investment sum of about 36 Mio Euro. Terminal start-up is expected until 1999.
The Big Sea Lock is 260 m long, 40 m wide and has a depth of 11,76 m under sea level which allows ships up to size of 240m x 33 m to gain access to the non-tidal inner harbour . Dock lock facilities permit even larger ships to enter the harbour. The sea lock is permanently manned and operates round the clock . The Nesserland Lock also establishes a connection to the non-tidal inner harbour and from there to the German and European inland waterways. It is 110 m long, 22 m wide, has a depth of 6,7 m under sea level and is used especially by inland shipping. The entrance to the harbour is located 38 nautical miles from the estuary of the Ems. The tidal range of the river is about 3 m in the outer harbour. With a depth of up to 10,70 m (35’) the outer and inner harbours are directly accessible at mean high-tide.
